ClimateWorks Foundation Program Officer(s) Full Time

Its goal is to ensure that global average temperatures do not increase by more than 2o C – a threshold many scientists describe as a dangerous tipping point. ClimateWorks’ method is to work in the top-emitting nations to build low-carbon energy policies and to reduce the rate of deforestation in the world’s largest, most threatened tropical forests.
To carry out its goals, ClimateWorks will develop a network of institutions with two broad archetypes: Regional Climate Foundations and Best Practice Networks. The Regional Foundations will drive campaign-style grant making steeped in the local context and politics, like the existing Energy Foundation and China Sustainable Energy Program, in each of our priority countries/regions – U.S., Europe, China, India, and Latin America.
The Best Practice Networks (BPNs) are to be vehicles for collecting, developing and distributing sector-specific best practice information and assistance to key decision makers globally, with an emphasis on our priority countries/regions. Up to ten BPNs are envisioned in total, including: vehicle and fuel standards; transportation and urban systems; building codes; appliance standards; utility reform; industrial efficiency; and, carbon capture and storage.
ClimateWorks seeks two highly skilled and motivated Program Officers in the areas of Energy Efficiency and Transportation to provide institutional development and sector-based strategy support for the ClimateWorks Network. The Energy Efficiency Program Officer will focus on design and implementation of building codes, appliance standards and utility reform to incentivize demand-side management. The Transportation Program Officer will focus on design and implementation of vehicle efficiency standards and low carbon fuel standards, and the design of transportation and urban systems which aid mobility while reducing car use.
These Program Officers will provide support to the ClimateWorks sector-based Best Practice Networks as well as the Program Officers focused on these sectors residing at the ClimateWorks Regional Foundations.
Most immediately, the Program Officers will help build new or expand existing institutions to serve as the Best Practice Networks including the development of strategic plans, operational plans, staff and governance plans and mechanisms which increase the organizations access to and impact in influencing key decision-makers. Over time, the Program Officers will provide support to the entire network on these topics, helping to develop and refine sector-based strategies and research, convene key decision-makers to increase the understanding of and commitment to implementing energy and transportation policies, and facilitate exchange between internal and external groups to uncover and address new issues within the sectors.
-Primary Duties and Responsibilities
More specifically, the Program Officer will:
Work with external organizations and/or experts to develop or establish institutions to serve as ClimateWorks’ Best Practice Networks, including the development of strategic and operational plans, hiring of staff, establishing Boards of Directors, setting up new offices, establishing partnerships with other relevant organizations, and providing outreach to the decision-makers these Networks will be looking to influence;
Oversee a grant portfolio and budget (approximately $10 million to start) for the Best Practice Networks to accomplish targeted policy goals, as well as providing guidance to and monitoring of the portfolio of grants managed by the Regional Climate Foundations;
Solicit, review, and recommend strategic plans for funding;
Write dockets for board consideration;
Monitor the impact of individual grants;
Maintain relationships with the ClimateWorks Network, grantees, other funders, and other experts and leaders in the field;
Initiate strategy calls and meetings as needed;
Engage directly in the field as needed; and,
Help prepare compelling proposals and reports for the ClimateWorks Foundation’s funding partners and broader stakeholders.

The position is located in the Country Studies Division of the IEA's Long-term Co-operation and Policy Analysis Office and the selected candidate will work under the supervision of the Head of Division.

Job Duties
1. Overview
• The Desk Officer manages nearly all aspects of the IEA's reviews of the energy policies of the IEA's 27 Member countries. Desk officers may also be involved in reviews offered to Non-member countries. Each desk officer manages about two in-depth reviews per year, and the reviews cover all policies relating to energy, including energy markets, the environment, energy efficiency, supply and demand. The reports consist of factual background and analysis, critiques of existing policies and recommendations to the governments for improvements. These reports provide both technical information to experienced policy makers and stakeholders and general information and analysis for non-experts and are published as books by the IEA. The Desk Officer also provides on-going policy analysis for assigned countries and performs other duties as necessary.
2. Analysis and drafting
• Draft most chapters of the report, which include general explanations, quantitative and qualitative analysis, critiques and evaluations.
• Write speeches for the IEA Executive Director and press releases for press conferences.
• Monitor, on a continuing basis, all developments relating to energy matters in the countries assigned.
• Participate in the preparation and writing of an annual general report on the status of all Member countries' energy and environmental policies based on the findings of the individual country reviews and additional information as needed.
• Monitor and analyse cross-cutting activities (including developments in Non-Member countries) and assist in the formulation of national and international policy proposals to facilitate the achievement of agreed IEA energy policy goals.
• Contribute to the work of other IEA divisions where it covers specific aspects of the assigned countries.
• Prepare all policy briefing materials for country review visits.
3. Liaison and outreach
• Establish and maintain good contacts with national delegations to the OECD, with administrations of Member countries and major Non-member countries, energy industry representatives and other energy interests.
• Work closely with other IEA staff and country administrations during the preparation, drafting, printing and release stages of the review, and with the office of the IEA Executive Director in the preparation of the press conference that launches the review.
• Manage and support the expert teams conducting in-depth reviews of the IEA Member countries before, during and after the review (these teams include both IEA staff and outside experts).
• Manage and participate in team visits to countries under review. Schedule and co-ordinate meetings with government and industry in these countries to cover all aspects of their energy sector.
• Manage logistics and travel co-ordination for country reviews and serve as contact point for team members.
• Travel with the Executive Director to press conferences that launch country reviews and provide policy guidance and support during discussions with government officials and the press.
4. Other
• Perform a number of general tasks in the country review process, in particular preparation of questionnaires to be completed by national administrations for the review of specific energy policy areas or for examination of the overall energy policy, handling of statistical questions and advising on scheduling and composition of review teams.

Qualifications: education, experience, communication and languages
1. Education, experience and skills
• A University degree in energy economics or in a relevant discipline. Post-graduate qualifications would be an advantage.
• Three to five years' energy and energy policy experience either in government, an international organisation or the private sector.
• Expertise in one or more energy sectors (e.g. electricity, fossil fuels, energy efficiency and/or renewables) or broad energy knowledge. Facility and interest in working in all energy sectors.
2. Key competencies
• Excellent writing ability, both for long technical and analytical reports and short memos.

• Very good ability to handle and analyse statistics.

Climate Program Overview:
Halting global warming at 2°C above pre-industrial temperatures-the threshold
supported by an increasing number of scientists and analysts-means that U.S. and
global carbon emissions must peak before 2015 and decline steeply after that. A
recent analysis sponsored by six major foundations ("Design to Win," California
Environmental Associates, August 2007) finds that global CO2 savings of 30 gigatons
will be needed by 2030 to meet the 2°C goal.
If we are to succeed in meeting this daunting challenge, the U.S. must establish
national policy in the next few years that sets an immediate firm limit on
greenhouse gas (GHG) emissions and drives emissions down over time. More
specifically, the Energy Foundation's Climate Program seeks to achieve national
carbon policy that puts a price on carbon, immediately reverses the growth in GHG
emissions and sets the U.S. on a trajectory of 60 to 80 percent reductions by 2050,
prevents additional investment in new high-carbon infrastructure, works in tandem
with sector-specific and state-level policies, and promotes U.S. re-engagement in
international negotiations over a climate treaty. Achieving such a policy in the
next few years is at the outside edge of what is politically conceivable today.
The Climate Program's task is to accelerate work on policy design questions (such as
allocation of carbon permits, cost containment, and linkages to state policies) and
build political support for a strong policy. Our strategies to build political
support include continuing the progress on precedent-setting policies at the state
and regional levels, earning media attention, supporting economic analysis, engaging
non-environmental constituencies, and organizing in states and districts.
The Energy Foundation's Climate Program has a strong history of helping to build
momentum for U.S. climate policy at the state level. The Climate Program has been
the largest funder behind the successful efforts to get governors from both parties
all across the country to step out on global warming, and to establish state and
regional climate policy precedents. Twenty-four states are now working on
cap-and-trade and an additional seven states are preparing comprehensive climate
plans. The Climate Program will continue to support these efforts, while it also
expands to fund more work aimed directly at national policy.
Program Officer:
The Program Officer will be based in San Francisco and report to Marcus Schneider,
Climate Program Director. The Program Officer, Program Director, and Program
Associate Jane Bloch will work as a team to achieve the Climate Program objectives.
The Program Officer will work with the Program Director to develop and refine
program goals, strategies, and priorities. The Program Officer will also:

regional and national level. The candidate will work with a multi-disciplinary team

equivalent experience. Strong quantitative, analytical, and research skills are
required. Proficiency with computer models, spreadsheets, word processing, and
presentation software is necessary. Familiarity with energy efficiency
technologies, policies, costs, and benefits is helpful.
Experience: Position requires at least 2-3 years of experience using energy and
electricity sector models, with more experience preferred. Familiarity with and
experience using the Energy Information Administration's National Energy Modeling
System and electricity capacity expansion models is highly desirable. Computer
programming experience and skills are also strongly preferred.

Policy Director of CALSTART

serve as its Policy Director. The person in this position will play a critical role in
analyzing and influencing public policy with the goals of improving air quality,
cutting greenhouse gases, reducing dependence on oil, and building the clean
transportation technology industry. CALSTART’s primary focus will be on
legislation and regulations in California, though there will be opportunities to
work with stakeholders in other states and in the nation’s capitol.
A key element of the Policy Director’s job will be to manage the California
Secure Transportation Energy Partnership (CalSTEP). In 2007, CalSTEP
released a 10-point action plan to help California reduce greenhouse gas
emissions and become a model state in terms of energy security. Half of the
recommendations were adopted. The Policy Director will be responsible for
staffing the partnership, helping to develop its strategic direction, and
advocating for its positions at key hearings and meetings in the State Capitol.
CalSTEP (www.calstep.org) is a CALSTART project.
In addition to managing the CalSTEP process, the Policy Director will also help
shape and pursue other policy matters on behalf of CALSTART and its industry
stakeholders. The Policy Director will provide regular briefings and help keep
CALSTART’s participating companies aware of new policy trends and
opportunities.
The Policy Director must have very good communication skills and be able to
work with a wide array of stakeholders and interests. The Policy Director must
be able to quickly analyze and understand complex public policies. The
Director must also have excellent bridge building skills and be able to help
diverse parties find common ground for the betterment of the industry, public
health, and the environment. Knowledge about California clean air,
greenhouse gas, and energy policies is critical. The Policy Director will report
directly to the CEO.
The Policy Director should be a self-starter and comfortable working in a
dynamic fast-changing environment. Passion for CALSTART’s mission and a
strong sense of humor would be highly valued attributes. We want a person
who enjoys analysis as well as speaking in front of groups.
CALSTART offers a strong compensation package. In addition to a
competitive salary, CALSTART offers its employees a full HMO health plan
(with no monthly employee contribution) including dental and vision care. The
compensation plan also includes a retirement plan equivalent to 8 percent of
the annual salary. CALSTART also allows for flexible work hours, encourages
tele-commuting, and provides funding for transit. Given the need to be in
Sacramento frequently, the person will work out of CALSTART’s San Francisco
Bay Area office.
