The California Energy Commission is offering a limited-term, paid student
assistantship opportunity for a student to work directly with Commissioner
Karen Douglas on public policy and program development in the areas of
climate change, renewable energy and transportation. The position will
involve public policy analysis and development, legislative review,
stakeholder engagement and organizational management. The student will be in
a unique position to see first-hand how energy and climate policy is shaped
and to learn the skills and techniques needed to succeed in the new energy
policy landscape.
The Commissioner is looking for a student with excellent verbal and writing
skills, with a passion for public policy and environmental sustainability.
The student can come from any of a variety of disciplines but must be able
to provide high-quality analysis and work products. The position will be in
Sacramento, begin as soon as possible, and last until the student's fall
2008 term begins.

Summer Internship: San Jose Environmental Business Cluster

The San Jose Environmental Business Cluster (EBC) has received a grant from Citibank for a summer intern. The intern’s primary responsibility will be to assist the EBC in the development of a new program called the Electronic Transportation Development Center (ETDC). The ETDC is a program where Silicon Valley companies work together to design, develop, commercialize, and manufacture prototypes of advanced clean transportation technologies. Initially, the ETDC will focus on green fleet vehicles, and the first project is a new generation electric school bus. The ETDC draws on existing and emerging Silicon Valley technologies – including hardware, software, and communications solutions - to spur the growth of green fleet transportation technologies in the United States.
We wish to utilize the intern to (1) assess the potential community impact of the ETDC on job creation and small business creation, (2) identify and recommend how to engage other NGO's and government agencies as partners with the ETDC project, (3) identify foundation funding sources for the ETDC and EBC companies participating in the EBC, and (4) research how to integrate the ETDC programs into the City of San Jose Green Vision plans.
Specific Responsibilities:
1) Research into possible job creation opportunities from operation of the ETDC green vehicle development project, including the number of low and moderate income jobs and prepare a brief report;
2) Identify ways in which the ETDC program can be utilized to support the develop of start-ups and small businesses in the community and how the ETDC can best be organized to take advantage of the EBC's other related support programs for environmental start-ups and produce a written description of those opportunities that can be shared with prospective ETDC small businesses;
3) Research and recommend how to engage other NGO's and government agencies as partners in our ETDC mission and, whenever possible, facilitate such partnerships.
4) Explore opportunities for foundation funding for the ETDC and for EBC assistance to ETDC small businesses and provide this information to the EBC Director;
5) Examine how to fully integrate the ETDC programs into the City of San Jose Green Vision policies. The City's Green Vision policies identify actions being taken by the City of San Jose to support environmental goals, and they provide opportunities for small businesses to provide environmental services and products to the City. The intern can assist by identifying all City agencies that are supporting the Green Vision policies, determining their programs, and identifying opportunities for small businesses participating in the ETDC to work with those City agencies on environmental problems. Summarize this information for the EBC Director in writing.
6) Other activities as identified by the EBC that might assist development of the ETDC program.
Qualifications: Graduate degree or graduate level studies in business or environmental sciences; Good communication and writing skills; Experience with community non-profits or environmental companies desirable; Ability to take initiative, assuming sufficient orientation and supervision.
Term: Summer internship of approximately 12-13 weeks with a stipend of $7,000.

Policy Director of CALSTART

serve as its Policy Director. The person in this position will play a critical role in
analyzing and influencing public policy with the goals of improving air quality,
cutting greenhouse gases, reducing dependence on oil, and building the clean
transportation technology industry. CALSTART’s primary focus will be on
legislation and regulations in California, though there will be opportunities to
work with stakeholders in other states and in the nation’s capitol.
A key element of the Policy Director’s job will be to manage the California
Secure Transportation Energy Partnership (CalSTEP). In 2007, CalSTEP
released a 10-point action plan to help California reduce greenhouse gas
emissions and become a model state in terms of energy security. Half of the
recommendations were adopted. The Policy Director will be responsible for
staffing the partnership, helping to develop its strategic direction, and
advocating for its positions at key hearings and meetings in the State Capitol.
CalSTEP (www.calstep.org) is a CALSTART project.
In addition to managing the CalSTEP process, the Policy Director will also help
shape and pursue other policy matters on behalf of CALSTART and its industry
stakeholders. The Policy Director will provide regular briefings and help keep
CALSTART’s participating companies aware of new policy trends and
opportunities.
The Policy Director must have very good communication skills and be able to
work with a wide array of stakeholders and interests. The Policy Director must
be able to quickly analyze and understand complex public policies. The
Director must also have excellent bridge building skills and be able to help
diverse parties find common ground for the betterment of the industry, public
health, and the environment. Knowledge about California clean air,
greenhouse gas, and energy policies is critical. The Policy Director will report
directly to the CEO.
The Policy Director should be a self-starter and comfortable working in a
dynamic fast-changing environment. Passion for CALSTART’s mission and a
strong sense of humor would be highly valued attributes. We want a person
who enjoys analysis as well as speaking in front of groups.

Position Summary:
NRDC is seeking a full-time staff policy analyst to work on clean vehicles and fuels
issues in our San Francisco office. We are seeking a policy analyst with a master's
degree and at least one year of relevant experience. Through our Energy Program, we
advocate for promote policies to reduce the energy and environmental impacts of
transportation.
Essential Functions:
The policy analyst position involves a range of advocacy work on the west coast,
including conducting research to promote clean vehicle technologies and alternative
fuels such as cellulosic ethanol and plug-in hybrids. The job entails coalition
building and outreach; preparing comments and other types of administrative
advocacy; researching and writing reports; media work and public speaking; designing
outreach materials; and developing and managing campaigns. It may involve
participation in litigation and lobbying at the state and federal level.
Skills and Knowledge Requirements:
Our preference is for an analyst with graduate training or attorney and experience
in analyzing the energy and environmental impacts of transportation. Experience in
campaign strategy is highly desirable, as is experience with media, public speaking,
lobbying, and fundraising. Willingness to travel, especially to Sacramento and
Washington D.C, is essential. Ability to work collaboratively with diverse groups is
a must. The candidate should have strong writing, oral advocacy and interpersonal
skills. Experience in Southern California or Spanish fluency is a plus.

Intern for Transportation Technologies and Systems Center at NREL

A student internship is available in the National Renewable Energy Laboratory's (NREL) Transportation Technologies and Systems Center. NREL is the nation's primary laboratory for research, development, and deployment of renewable energy and energy efficiency technologies.
The Data Analysis intern will develop and analyze datasets to support applications development and maintenance for NREL's Alternative Fuels and Advanced Vehicles Data Center (AFDC), an on-line resource for data and information. The internship will be part-time (15-20 hours per week) during the school year, and may continue as a full-time internship during the summer.
Duties:
The data analysis intern will be part of a team that designs, develops, and uses analytical and data management tools related to alternative fuels and advanced vehicles. The intern will assist the team by gathering, analyzing, and extracting data, including technical, programmatic, and geographic datasets. With these datasets, the intern will collect and address the quality of data, work with team members to load data into databases, and produce analyses and reports. The intern will also collect, analyze, and assess the accuracy of geographic data. The intern may work with Geographic Information System (GIS) applications to develop maps and analyses. Finally, the intern may assist team members in testing new and existing applications for quality and accuracy.
Minimum Requirements:
Currently enrolled in a bachelor's or master's degree program in computer science, information science, geography, engineering, systems analysis, or a related discipline. Good research skills for data gathering and analysis, including the use of Excel spreadsheets and other analytical tools. Strong problem-solving skills. An interest in GIS, including analyzing GPS data and validating data collected from public GPS inquiries. Familiarity and comfort using web-based applications. Strong interpersonal and teamwork skills are a must. Ability to work independently and a strong work ethic are also required.
Preferred:
Understanding of GIS applications and the ability to produce high-quality datasets using commercial mapping software. Ability to make user-friendly maps from GIS datasets. Experience doing data analysis and loading data into enterprise database applications such as Oracle or PostGres. Understanding or interest in waymarking. An understanding of open-source software used to create interactive, Web-based tools. Strong initiative to learn new skills.
