Fellowships at the Smith School of Enterprise and the Environment, University of Oxford

by Professor Sir David King, located in central Oxford, launching in October 2008.
The focus of the School is upon developing the academic and analytical knowledge
base to assist private enterprise and governments to manage critical global
environmental challenges, particularly climate change, and giving these issues
central prominence within the University community. The School will translate the
fundamental research by Fellows into advice for governments and enterprise around
the world, functioning along the lines set out by King and Thomas (2007). (King D.A.

Applications are invited for a number of new Fellowships for research into global
environmental problems, particularly climate change, with solutions at the nexus of
enterprise and government. The objective is to give scholars the resources and time
to think imaginatively about future global environmental challenges and solutions.
Fellows will be appointed at the Smith School in association with a core
disciplinary area, including business, economics, finance, geography, international
development, law, politics and international relations. Fellows are expected to be
leaders, or future leaders, in their home academic disciplines.
Fellows will work under the leadership of the Director, Professor Sir David King,
formerly the Chief Scientific Adviser to HM Government, and will be encouraged to
collaborate with other staff in the Smith School and departments across the
University of Oxford, including the Environmental Change Institute. Fellows may
choose to work upon areas including climate policy, carbon trading and environmental
finance, corporate climate strategies, environment and human behaviour, climate and
water systems stability, adaptation measures and finance, energy and economic
development, environmental microenterprise, international financial flows and
environmental policy, international environmental law and governance, climate change
negotiations, and interactions between the state, private and non-profit sectors.
Relevant sectors include energy, transport, buildings, water, land-use and forestry.
Initial appointments will be made from October 2008, for periods as short as six
months or as long as three years, may range from postdoctoral to senior research
fellow level and can include partial funding of sabbatical visitors. We are also
interested in hosting senior visitors on a negotiated basis. Fellows are welcome to
contribute to one or more of the undergraduate or postgraduate courses with an
environmental focus, within the University's existing departments. Applicants should
have a postgraduate degree and evidence of a commitment to collaborative and policy
relevant research and outreach. Senior appointments must have a strong record of
academic publishing and policy interaction and junior fellows must have outstanding
potential for academic and policy contributions.

Responsibilities:

- Identify areas of legal risk within the company and work with the management team to create process and procedures to manage risk;

Requirements:
- Law degree or MBA;
- 6-10 years of practical corporate law experience
- Ability to effectively present information to senior management;
- Strong verbal and written communication skills;
- Strong level of attention to detail;
- Experience in contract law and employment law;
- Self-assured and confident in a variety of settings with a strong belief in own capabilities;
- Ability to handle long-term and/or complex legal projects with significant financial or other business impact;
- Experience managing other attorneys and supervising support staff in a corporation is required as well as experience with cost effective management of outside legal resources;
- Admission to the California Bar is preferable;
- Familiarity and understanding of Sarbanes-Oxley is preferable;

DRA is an independent division within the California Public Utilities Commission that advocates for reasonable rates on behalf of customers of
regulated electric, gas, telephone, and water utilities. DRA's director, Dana Appling, directs a staff of 125 employees composed of analysts,
engineers, economists, and accountants. DRA has a team of lawyers who represent the division in hearings at the Commission.
DRA analyzes utility requests for rate increases, new service offerings and mergers. We investigate service quality issues, large outages, accidents, and inappropriate activities by utilities. DRA participates in rulemaking and investigation proceedings initiated by the Commission to ensure ratepayers' views are considered. From time to time, DRA initiates its own complaint against utilities when it believes there is a pervasive problem with a utility's practices.
DRA has internships available in both the water and energy industry areas. Interns will employ research and analytical skills and present findings and recommendations in written reports. The projects below highlight the type of issues DRA and the CPUC are grappling with, but actual projects can be worked out with DRA Water Branch or the DRA Electricity Prices and Consumer Programs Branch and may be related to a specific example where one or more of the following issues come into play. With mutual agreement with the project sponsor, students may dedicate a percentage of their time to working on a white paper or other report that both provides university credit and is useful to DRA.

Graduate Student Internship with E3

Successful applicants are expected to select a topic related to E3's current projects and develop a stand-alone, publishable research product over the course of the summer. Interns will also contribute to active consulting engagements. The internship program has three goals:
1. Provide students the opportunity to work on their selected topic in a professional consulting atmosphere where their research can be put into immediate practice;
2. Provide students an opportunity to develop a research 'deliverable' that they can use as the basis of future research, publications, and applications;
3. Provide E3 an opportunity to work with top students who may be interested in consulting careers after graduation.
Intern Stipend, Location and Logistics:
A stipend for graduate student interns of $3,000 per month is available for successful applicants. Applicants will not become an employee of E3. E3 is located at 101 Montgomery Street in downtown San Francisco, easily accessible by BART and Muni. Interns are expected to work regular business hours at the E3 office.
